"An Act relating to regional housing authorities."                            
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 71(CRA)                                                 
"An Act establishing Kawerak, Inc., as the regional housing                   
authority for the area that includes the Seward Peninsula,
